About
the Book
The book on
“Corruption and Human Rights” establishes the link between human rights and
corruption. It is an outcome a University Grants Commission sponsored national
seminar on Corruption and Human Rights held on August, 2011 at Presidency
College, Chennai. The contributors of this book are well known academicians,
civil servants, judges, lawyers and social activists. Corruption is so pervasive in India that it
has turned public service for many into a kind of criminal enterprise. Graft
has fueled political violence, denied millions of Indians access to even the
most basic health and education services, and reinforced widespread patterns of
human rights violations. The Human Rights Based Approach with its main elements
of linkages to rights, accountability, empowerment, participation and attention
to disadvantaged groups, has been developed specifically to address these
inequalities and to ensure that the poor and disadvantaged are also equal
partners in development.
India is now
facing hitherto unknown kinds of corrupt practices which led mass
anti-corruption movements and many of the writers in this volume held the view
that corruption undermines the prospects of a good governance and democracy.
Human rights strategies to combat corruption will certainly minimize corrupt
practices and make many disadvantaged groups to the ill effects of corruption.
The failure of governance is largely due to unchecked corruption quite often
supported by the ruling elites. The book is much of value to civil servants of
Union, state and local governments. A reading of this book will result in
developing a human rights culture which is anti-corruption. The book tries to
infuse value based educations which intend to promote an open, transparent and
accountable government which provides the basic needs of the people.
The editor
Dr.V.N.Viswanathan is a well known political scientist who has provided the
much needed leadership at least in the academic World for a corruption –free
society and for the establishment of good governance at various levels of
governance in India.
